This is to notify and inform the general public that the SHORT-TERM WORK PERMIT (E-Work Permit) is now being initiated by the Ministry of Industry, Commerce and Employment. The employers wishing to import foreign workers even for the duration less than 30 days should now compulsorily apply online through BLMIS with immediate effect. Besides the normal required documents, the individual/FWRA/employers should submit the medical clearance certificate of the foreigners obtained from the country of origin.This notification is referred to the approval of the night halt work permits only and for other categories and updates, MoICE will keep notifying in future.

Border Town Foreign Workers (BTFWs)/Dayworkers for Lhamoizingkha and Nganglam Towns

This is to notify the public of Lhamoizingkha and Nganglam Towns that the Border Town Foreign Workers/Dayworkers are open for the employers (in the respective towns) with effect from 20th June 2023.  All employers who wish to recruit BTFWs are required to apply online or Click here to Apply..

Please note the following points while applying for BTFW:

 

  • A BTFW is an Indian national who enters the international border gate for specifically approved work during the day and returns to his/her country on the same day.
  • A BTFW must have a Bhutanese employer which is as required by Section 219, Chapter XIV of the Labour and Employment Act, 2007.
  • Employers can apply for a BTFW themselves/they can use the service of FWRAs at a nominal fee.
  • The validity of the work permit shall be for the actual duration or one/less than one year.
  • A BTFW shall enter and exit the border town as per the immigration rules and procedures.
  • A BTFW must initially be subject to all the procedures including the medical testing as per the requirement of the Ministry of Health and Department of Immigration.
  • The medical screening and printing of cards for BTFWs in Lhamoizingkha town shall be done from the Workforce Management Centre (WMC), Phuentsholing and at WMC Samdrupjongkhar for Nganglam town workers.
  • Employers shall facilitate the workers access the above-mentioned services from the respective WMCs.
  • The Regional Offices of MoICE and the Department of Labour may restrict a certain occupation based on the existing rule.
  • A BTFW will be subject to the Regulation on Foreign Workers Management 2022, Working Condition Regulations (amended 2022) and the Labour and Employment Act of Bhutan 2007.
  • Regional Offices of MoICE at Phuentsholing and Samdrupjongkhar shall facilitate the approval.
