This is to notify and inform the general public that the SHORT-TERM WORK PERMIT (E-Work Permit) is now being initiated by the Ministry of Industry, Commerce and Employment. The employers wishing to import foreign workers even for the duration less than 30 days should now compulsorily apply online through BLMIS with immediate effect. Besides the normal required documents, the individual/FWRA/employers should submit the medical clearance certificate of the foreigners obtained from the country of origin.This notification is referred to the approval of the night halt work permits only and for other categories and updates, MoICE will keep notifying in future.

Public Notification from Department of Labour

This serves as an urgent notice to employers and building constructors that the Department of Labor has observed several instances of improper barricading and signages at the construction sites during both the construction and maintenance phases of the work, raising concerns about potential non-compliance with section 141  and 146 of Labour and Employment Act   of Bhutan 2007. These sections stipulate the responsibility of employers to ensure the safety of employees and the general public from the conduct of the employers’ undertaking.

 

The Department emphasizes the importance of complying with established safety protocols and regulations to maintain a secure working environment. Failure to address these concerns promptly may result in catastrophic events for both the employees and general public and may lead to criminal prosecution as well.

 

We seek your immediate attention to rectify the observed lapses in barricading and to implement effective measures to safeguard the construction sites as per standards set by Regulation on Occupational Health, and Safety for the Construction Industry, 2022 and relevant agencies.
