This is to notify and inform the general public that the SHORT-TERM WORK PERMIT (E-Work Permit) is now being initiated by the Ministry of Industry, Commerce and Employment. The employers wishing to import foreign workers even for the duration less than 30 days should now compulsorily apply online through BLMIS with immediate effect. Besides the normal required documents, the individual/FWRA/employers should submit the medical clearance certificate of the foreigners obtained from the country of origin.This notification is referred to the approval of the night halt work permits only and for other categories and updates, MoICE will keep notifying in future.

General Stakeholder Consultation – Membership to WAIPA

The Ministry of Industry, Commerce and Employment (MoICE) would like to inform that under the Economic Cluster Programme one of the Key Performance Indicators (KPIs) is to increase Foreign Direct Investment (FDI) to Nu. 100 billion by the year 2029 and the Invest Bhutan Division under the Deparment of Industry, Ministry of Industry, Commerce and Employment is madated to carry out FDI promotions related activities to meet the KPI.

One of the FDI promotional related activities planned during the 13FYP is obtaining the membership to the World Association of Investment Promotion Agencies (WAIPA). It‘s a global reference point for FDIs where investment promotion agences (IPAs) around the world engage in networking and share best practices of investment promotions. Information on WAIPA is available at www.waipa.org. Becoming member to WAIPA, Bhutan can proactively promote FDIs globally and it would be instrumental in achieving the above mentioned KPI.

As the Rules of Procedures for Treaty Making 2016, the Ministry is required to carry out stakeholder consultations followed by submission of the Preliminary National Interest Analysis to the Cabinet Secretariat. We have prepared an assessment of membership to WAIPA and along with the WAIPA Statutes we would like to carry out general consultation on these two documents.
