Apply Foreign Worker

This is to notify and inform the general public that the SHORT-TERM WORK PERMIT (E-Work Permit) is now being initiated by the Ministry of Industry, Commerce and Employment. The employers wishing to import foreign workers even for the duration less than 30 days should now compulsorily apply online through BLMIS with immediate effect. Besides the normal required documents, the individual/FWRA/employers should submit the medical clearance certificate of the foreigners obtained from the country of origin.This notification is referred to the approval of the night halt work permits only and for other categories and updates, MoICE will keep notifying in future.

Message from Hon’ble Layog Lyonpo on World Youth Skills Day

The Ministry of Labour and Human Resources is pleased to join the international community in celebrating the World Youth Skills Day (WYSD). Every year on 15th July, the global community observes the World Youth Skills Day. The day is an opportunity for young people, Technical & Vocational Education &Training (TVET) institutions, and public & private stakeholders to celebrate the importance of preparing young people with the knowledge and skills required to seamlessly maneuver the future challenges.

With the theme “Transforming youth Skills for the Future’’, this year’s WYSD will take place in a challenging context. With COVID-19 pandemic substantially affecting education and training sectors worldwide, this year’s WYSD aims to acknowledge the strategic significance of adequately equipping the youth with the necessary skills for employment, decent work and entrepreneurship, and to emphasize the important role of skilled youth in addressing current and future global challenges. 

Capitalizing on the opportunities offered by COVID-19 pandemic, and realizing the enormous potential of TVET to contribute significantly to the development of the skilled, knowledgeable and technology-savvy workforce required to support higher value-added productivity, accelerated and sustained growth, global competitiveness, and supporting transitions to green and low carbon, the Ministry of Labour and Human Resources is well prepared to making TVET system of Bhutan more responsive and agile to the needs of the ever changing economy and society. Going forward, the MoLHR will relentlessly pursue its mission of transforming the current TVET system into a robust, agile and resilient system capable of producing work ready, world ready and future ready workforce attuned to the needs of Industry 4.0. Strategies are in place in building TVET institutions that provides appealing, authentic and holistic learning environment to the students; in delivering TVET programs that are designed to adequately equip students and graduates for the future challenges; in nurturing a pool of committed, motivated, inspiring and qualified TVET leaders and professionals willing to trail blaze Bhutan’s TVET into an agile and resilient system; and in rebranding TVET as an attractive career and learning pathways.

With renewed conviction to make most out of COVID -19 pandemic, on this World Youth Skills Day, let us renew our resolve to invest more in empowering Bhutanese youth for a stronger and resilient Bhutan,
