This is to notify and inform the general public that the SHORT-TERM WORK PERMIT (E-Work Permit) is now being initiated by the Ministry of Industry, Commerce and Employment. The employers wishing to import foreign workers even for the duration less than 30 days should now compulsorily apply online through BLMIS with immediate effect. Besides the normal required documents, the individual/FWRA/employers should submit the medical clearance certificate of the foreigners obtained from the country of origin.This notification is referred to the approval of the night halt work permits only and for other categories and updates, MoICE will keep notifying in future.

Village Skills Development Program (VSDP) under Build Bhutan Project (BBP) for Rural Economic Empowerment

With the evolving of economic progress and uncertainty of labour market dynamics since the onset of the pandemic in the country, the implementation plan for the Financial Year 2021-2022 has been framed with adaptable approaches through the mechanism of strategic intervention to ensure more accessibility of training and to optimize budget utilization for skilling program in construction sector under BBP.  Hence, the Department of Technical Education, Ministry of Labour and Human Resources has diversified and integrated the skilling plan to implement the rural based training program through Village Skills Development Program (VSDP) mode for the youth communities of rural settlement.

The key objectives of these trainings are:

  1. To accelerate the economic activities through sustainable human resources development training program in the rural community;
  2. To create seasonal off farm job opportunities for productive engagement and for better livelihood;
  3. To empower women through engagement and gear up youths to participate in rural economic development activities for greater impact;
  4. To induce entrepreneurship programs and organize startup for skills specialized firm within the community for self-reliance to take up infrastructure development projects; and
  5. To boost gender equality through skills training programs.

The 1st batch of VSDP under BBP for skilling in domestic house wiring was implemented by TTI Rangjung for rural youth communities in Samkhar, Kanglung and Thrimshing under Trashigang Dzongkhag on March 7, 2022. A total of 67 trainees were enrolled, of which 12 were females and 55 were males.
