This is to notify and inform the general public that the SHORT-TERM WORK PERMIT (E-Work Permit) is now being initiated by the Ministry of Industry, Commerce and Employment. The employers wishing to import foreign workers even for the duration less than 30 days should now compulsorily apply online through BLMIS with immediate effect. Besides the normal required documents, the individual/FWRA/employers should submit the medical clearance certificate of the foreigners obtained from the country of origin.This notification is referred to the approval of the night halt work permits only and for other categories and updates, MoICE will keep notifying in future.

Promoting start-ups in eastern Bhutan

Entrepreneurship has been prioritized as one of the long-term strategies to address unemployment in the country and more importantly to foster regional development and boost economic growth. To this end, the Ministry of Labour and Human Resources has initiated entrepreneurship courses to encourage entrepreneurship and self-employment as a viable and alternative career option for youths of Bhutan.

In view of this, the Ministry organized a 15 days Basic Entrepreneurship Course (BEC) at Pema Gatshel Dzongkhag for the unemployed youths to encourage and support start-ups in identified potential areas and also to contribute towards regional balance development. During the 15 days training, the participants were taught the fundamentals of business management plan such as marketing, production, organization & management, finance, and accounts. Trainees were also taught the finer aspects of entrepreneurial soft skills and business plan preparation.

At the end of the 15 days program, there were 20 business ideas pitched in front of Bankers and sector heads. The top 4 business ideas in waste management, essential services, and production of Dung and Jaling were awarded a cash prize of Nu.50,000 each. The cash prizes are supported to help them expedite their business establishment.

The program was funded by the Ministry of Labour and Human Resources through Cottage and Small Industry Flagship Program and was organized in coordination with the Pemagatshel Dzongkhag. The training concluded on 30th January, 2022.

The closing ceremony was graced by the Chief Dzongkhag Education Officer (CDEO) of PemaGatshel Dzongkhag.

Ngawang Namgyal, a 26-year-old participant from Khengzor in Pema Gatshel shared that such training was timely and relevant for him and all other participants as it gave them the opportunity to explore Entrepreneurship as their career. He completed High School in 2021 and for the last year, he has been helping in production and marketing of dung and jaling made by his father. He said, “my father is getting old as he is already nearing 60, and now with this knowledge on entrepreneurship, I hope to take up the family business and take it forward for generations to come”. He said that the market for his product is huge and till now he has also helped his father make Dung and Jailing.
