The Department of Trade, Ministry of Industry, Commerce and Employment (MoICE), Royal Government of Bhutan, convened a series of bilateral meetings with India’s leading oil marketing companies namely Indian Oil Corporation Ltd. (IOCL), Bharat Petroleum Corporation Ltd. (BPCL), and Hindustan Petroleum Corporation Ltd. (HPCL) from 10 to 13 February 2026. The Meetings were led by Chief Trade Officer, Internal Trade Promotion and Facilitation Division (ITPFD), DoTr, from RGoB and Executive Directors of respective Public Sector Undertaking (PSU-Oil), underscoring the strong strategic partnership between Bhutan and India in the energy sector.
The consultation aimed to reinforce petroleum supply security, enhance logistics efficiency and advance regulatory modernization. As key outcomes, the oil companies agreed to issue location specific invoicing for Gelephu Mindfulness city and other regions based on dealer indents, ensuring alignment with Bhutan taxation requirements commitments were made to share three-year export data for key petroleum products by the Indian Oil Companies, support procurement and training for sulfur testing equipment.
The Oil Companies reaffirmed their commitment to accelerate infrastructure improvements across Retail Outlets. These Include canopy upgrades with four pillars where required, installation of Heavy Dispensing Units, broader modernization of retail fuel outlets and expressed readiness to facilitate material entry, labour coordination, and improved logistics support. The successful conclusion of these engagements highlight the shared commitment of Bhutan and India to deepening energy cooperation, modernizing fuel infrastructure and securing long term resilience and efficiency in petroleum supply chains.
