Risk-Based Inspections – Improving Safety, Health, and Work Conditions

The Department of Labour, MoICE in collaboration with the JICA Bhutan Office, has begun developing a Risk-Based Inspection (RBI) Framework — a modern, data-driven system to make workplace inspections smarter and more effective.

This shift moves away from one-size-fits-all inspection schedules toward targeted, risk-prioritized oversight. Workplaces with the highest risks to safety, health, and working conditions will now receive priority attention. The result? Better protection for workers, smarter use of resources, and stronger enforcement of the Labour and Employment Act of Bhutan, 2007.

Inspired by global best practices from Australia, Singapore, and the UK, the RBI Framework will:

  • Focus inspection efforts on high-risk sectors and workplaces
  • Promote voluntary compliance and safer, fairer work environments
  • Use evidence and data to guide inspection frequency
  • Strengthen Bhutan’s commitment to decent work for all

With this initiative, the Department of Labour, MoICE takes a major step toward smarter, fairer, and more transparent labour inspections, keeping worker welfare at the heart of economic growth.
