Department of Labour-This is to notify and inform the general public that the SHORT-TERM WORK PERMIT (E-Work Permit) is now being initiated by the Ministry of Labour and Human Resources. The employers wishing to import foreign workers even for the duration less than 30 days should now compulsorily apply online through MoLHR-MIS with immediate effect. Besides the normal required documents, the individual/FWRA/employers should submit the medical clearance certificate of the foreigners obtained from the country of origin.This notification is referred to the approval of the night halt work permits only and for other categories and updates, MoLHR will keep notifying in future.

5th GOWA- Connecting talents to the labour market

The Ministry of Labour and Human Resources (MoLHR) organized the 5th GOWA event to familiarize the job seekers on the labour market opportunities and employment programs which was conducted yesterday in Thimphu. The event also attracted employers to recruit job seekers on the spot.

More than hundred youths attended the event.

“In the past, we learned in order to work, but today we work to learn,” said Dasho Tashi Wangmo, Hon’ble Secretary, MoLHR, presiding the event. She urged the youths to take up the skilling programs and the opportunities lying in front of them.

The job seekers were oriented towards various programs offered by the Ministry of Labour and Human Resources (MoLHR) to facilitate the labour market. Programs like Youth Engagement and Livelihood Program (YELP), Overseas Employment Program, Entrepreneurship Development Program, Skills Development Programs, and various scholarship programs for private sector and CSOs.

The job seekers were also familiarized job security and employment conditions guaranteed to them by the Labour and Employment Act 2007 and its Regulations. The Act also protected the rights of employees.

The newly launched online services for job seekers and employers were also presented to the participants. Build into the Labour Ministry’s management information system (MIS), the online system caters to job portal, foreign worker recruitment and TVET registration,

“The event was very informative,” said Karma Doya, 23. “The orientation on the Labour and Employment Act of Bhutan 2017 was an eye-opener for me. I never knew our rights as employees are protected by the law.”

A participant was optimistic that such events will help to employ our youths gainfully over the years. “When youths are familiar with opportunities at home, they will certainly not leave the country for overseas jobs” added Karma.

“It is exciting to discover online services offered by the Labour Ministry,” said Sonam Choden, 22. “In this age of technology, youths prefer exploring opportunities online than toil physically.”

Eighteen employers turned up during the event for the on-the-spot recruitment drive. More than 50 job seekers registered with these employers who will sit for the job interviews in the coming days.

The GOWA is a series of events conducted by the Labour Ministry to target job seekers, parents, and employers to becomes active drivers of the labour market. Information flow and matching talents with jobs are key mechanics for the job market to be effective. The Ministry will be replicating the GOWA in the Dzongkhags through the Regional Offices in Phuentsholing, Samdrupjongkhar, Gelephu and Trashigang.
