This is to notify and inform the general public that the SHORT-TERM WORK PERMIT (E-Work Permit) is now being initiated by the Ministry of Industry, Commerce and Employment. The employers wishing to import foreign workers even for the duration less than 30 days should now compulsorily apply online through BLMIS with immediate effect. Besides the normal required documents, the individual/FWRA/employers should submit the medical clearance certificate of the foreigners obtained from the country of origin.This notification is referred to the approval of the night halt work permits only and for other categories and updates, MoICE will keep notifying in future.

Guideline for Recruitment of Professional/Skilled Foreign Workers during COVID-19

This is to notify the general public that the work permit for recruitment of foreign workers in the professional/skilled categories shall be granted by the Ministry of Labour and Human Resources with immediate effect.

1. All the Foreign Workers Recruitment Agents/Employers (including licensed specialized firms) intending to recruit professional/skilled foreign workers to apply through the online labour net system as usual with the following additional documents:

i. Valid Voter Card/Passport of foreign workers

ii. Duly filled Employer Undertaking Form available at MoLHR website.

2. The Foreign Workers Recruitment Agents/Employers (including licensed specialized firms) are, however, required to comply with the following conditions:

a. Employers shall ensure that every foreign worker entering the country comply with the medical protocol and Immigration formalities.

b. The employers shall ensure that the foreign workers are quarantined in the facilities identified by the government.

c. All costs relating to quarantine, testing and, if required, medical treatment/intervention/evacuation shall be borne by the employer.

d. The employers shall employ and/or engage Bhutanese workers through Build Bhutan Project (BBP) for on-the-job training with the skilled/professional foreign workers, if required.

e. The renewal of the work permits of foreign workers who are outside the country shall not be entertained; however, the renewal of work permits of the foreign workers who are inside the country will be facilitated as usual.

3. Foreign Workers with valid work permits who are currently outside the country need not apply for the fresh work permits. However, the concerned employers or the FWRA must submit the details of the foreign workers willing to re-enter the country through the online registration system available on MoLHR website.

4. The skilled foreign workers recruited during COVID-19 will be monitored very strictly by DoL/Regional Offices. In the event of any foreign workers found not working as per the approved job category and employer contravening the relevant laws, the employer shall be dealt as per the relevant laws including the Labour and Employment Act of Bhutan, 2007.
